Joe has a deep knowledge of the Texas regulatory process gained through his experience representing the interests of consumers in insurance matters that he continues to use in his current legal practice.

At the Texas Office of Public Insurance Counsel (OPIC), Joe served as the Deputy Public Counsel from 2014 to 2018 and served as the agency’s Acting Executive Director from January 2017 to January 2018. As acting director, Joe managed agency operations during the 85th Texas Legislative session as well as during Hurricane Harvey and its aftermath.

While at OPIC, he regularly interacted with the Texas Department of Insurance (TDI), legislators, lobbyists, consumers, and the media to advocate for consumer interests in personal lines insurance issues.

Joe currently serves as outside general counsel to InsVest Corp., an insurance holding company.
